Adopting the circular economy model to realize the green ecological paper industry (I)

the central economic work conference of China identified the vigorous development of circular economy as a major task in 2005. In the 1960s, the American economist polding put forward the concept of "circular economy", which is the abbreviation of the material closed-loop flow economy. It refers to the echelon and closed-circuit recycling of materials and energy. In terms of environment, it shows low or even zero pollution emissions. The model of circular economy can be simplified to the circular utilization model of resources → products → renewable resources, with 3R as the criterion of its economic activities, that is, reduce, reuse and recycle. Modern circular economy coordinates the relationship between economic activities, resources and environment, and forms a growth mode of "two low and one high" (i.e., low consumption, low waste and high efficiency). It fully recovers, processes, regenerates and circulates the materials and energy entering the ecosystem, improves the quality and efficiency of economic operation, and reduces the consumption of natural resources and protects the ecological environment

after more than 10 years of rapid growth, China's paper industry has experienced a serious shortage of fiber resources. In 2004, 7.31 million tons of wood pulp and 12.71 million tons of waste paper were imported from abroad. If left unchecked, the future development of China's paper industry will lack stamina and weak growth! This phenomenon has attracted the attention of national leaders. The relevant departments of the state have proposed to speed up the construction of paper-making fast-growing forest base, expand the recycling of waste paper, and make rational use of non wood fiber resources, so as to reduce the consumption of primary fiber raw materials and energy. Practice has proved that the development of circular economy is conducive to the formation of a production mode and consumption mode of saving resources and protecting the environment, to improving the quality and efficiency of economic growth, to building a conservation oriented society, and to alleviating the major problems of insufficient supply of raw materials, shortage of water resources and serious sewage discharge in the paper industry. It is an inevitable choice related to the sustainable development of China's paper industry

Adopting the concept of circular economy to alleviate the demand for papermaking fiber resources

1.1 alkali accelerates the development of papermaking wood fiber raw materials

China must take the road of forest paper integration to accelerate the development of papermaking wood fiber raw materials, and implement the combination of forest and paper, which is of great significance to optimize the paper industry, forestry development and protect the ecological environment. Forest paper integration is a common practice for the cooperation and common development of forestry and paper industry in developed countries. It refers to a circular economy model in which forestry and pulp and paper enterprises build fast-growing and high-yield raw material forest bases in various forms, combine afforestation, logging, pulping, papermaking and sales, form a virtuous Industrial chain, and drive the development of forestry and paper industry

due to the development of forestry and paper integration in China's foreign paper-making developed countries, more and more paper-making enterprises have established their own fast-growing and high-yield forest bases. In some countries that have stood out in papermaking in the past 20 to 30 years, such as Brazil, Spain, South Africa, Chile, Portugal, Australia, Indonesia, the vast majority of their large pulp and paper enterprises have started to build raw material forests for the papermaking industry before the establishment of the plant, or first use natural forests and traditional artificial forests, and then gradually use special forests for papermaking

some domestic enterprises in China have begun to use the concept of circular economy to establish an integrated forest paper enterprise group. This group has a certain scale of pulp and paper enterprises and corresponding raw material forest bases, and implements one-stop operation and integrated asset management from "seed selection → seedling cultivation → afforestation → mining and transportation → processing → pulp and paper". Adopting the circular economy model and accelerating the implementation of the "forest paper integration project" is conducive to the structural adjustment and industrial upgrading of the paper industry; It is conducive to the formation of an industrial chain led by the paper industry; It is conducive to regulating agricultural planting structure and increasing farmers' income and employment opportunities; It is conducive to improving the ecological environment and protecting vegetation; It is conducive to saving water, reducing sewage discharge, protecting the water environment, and realizing the common development of paper industry and forestry

at present, the construction of pulp raw material forest bases in China is developing rapidly all over the country. The situation of afforestation in the paper industry is gratifying. It is moving towards a new stage of prosperity. The area of afforestation in pulp and paper enterprises using wood as raw materials is further expanded. The enthusiasm of farmers for afforestation is rising day by day. Private forest enterprises are also gradually growing. The quality of forest management has been widely valued and improved, The research, development, cultivation and planting of different tree species for papermaking are developing towards industrialization and marketization. According to the development needs of the papermaking industry, various regions and enterprises choose fast-growing tree species suitable for papermaking according to local conditions

to promote the circular economy model of Forest Pulp paper integration in China, insiders suggest that:

China (1) forest pulp paper integration is a social and economic system project involving planning, industry, forestry, agriculture, water conservancy, environmental protection, finance, taxation, finance and other departments. The urgent task is to do a good job in macro coordination, study and issue supporting policies as soon as possible, so as to ensure the smooth implementation of this project

China (2) the Tenth Five Year Plan for the construction of the national forestry paper integration project and the special plan for 2010 approved by the State Council, to examine and approve the projects that have completed the preliminary work as soon as possible, at the same time, to arrange the project construction funds, give a certain discount interest, and implement the policy of light tax and low tax rate and eliminate unreasonable charges

China (3) build a scientific and technological innovation system for seedlings, a system for breeding and popularizing improved seeds, a system for cultivating seedlings, and a supervision and management system; We will strengthen basic theoretical research on improved genetic varieties, build modern seedling bases, and realize the base and specialization of seedling production

China (4) paid close attention to the breeding technology of new varieties of high-quality and high-yield pulp forest and DuPont's industry leading advantage in the field of biomaterials. In the past year, it has achieved many honorary forest oriented cultivation technologies and pest control technologies. Each paper-making enterprise should choose tree species according to local conditions, pulping technology and product direction

China's (5) forest paper integration should take assets as the link, realize cross ownership, cross region, cross department and cross industry combination by optimizing resource allocation, and establish a standardized enterprise organization form of forest paper integration by means of joint-stock system, sole proprietorship, joint venture, cooperation and joint venture

China (6) learned from the successful experience of foreign countries in adopting Directional Cultivation of fast-growing and high-yield forests and implementing the integration of forest and paper to develop the paper industry

1.2 alkali expands the recycling and utilization of waste paper

the world environment in China is deteriorating day by day, and people's awareness of environmental protection is continuously strengthened. In order to protect the environment, reduce deforestation and maintain ecological balance, people have paid more and more attention to the recycling of waste paper, especially the recycling of waste paper has brought many benefits to papermaking enterprises, such as saving investment, reducing costs and reducing pollution. According to experts' estimates, using 1 ton of waste paper is equivalent to saving 3 ~ 5 m3 of wood, 1.2 tons of standard coal, 600 kwh of electricity, 100 m3 of water and 300 kg of chemical raw materials, reducing 75% of air pollution and 35% of water pollution, and saving 3 m3 of landfill space. Therefore, all countries in the world regard waste paper recycling as an important work. Some countries also require that certain proportion of waste paper must be contained in some papers through laws and regulations

the consumption of waste paper pulp in China rose from 11.4 million tons in 2000 to 19.2 million tons in 2003 (equivalent to 24million tons of waste paper). The consumption of waste paper pulp accounted for 49% of the total paper pulp. The recovery of waste paper in China is still relatively low. In 2003, the recovery rate was 30.6%, some of which were imported. In order to do a good job in recycling waste paper, we should use the circular economy model to produce high-quality recycled paper and paperboard by processing the used waste paper. At present, the concept of circular economy should be applied to the recycling of waste paper. At the same time, the following work should be done:

China (1) government departments come forward to mobilize and participate by the whole people. Establish a public welfare waste paper recycling association voluntarily participated by all parties to be responsible for the guidance of waste paper recycling

China (2) the amount of waste paper in China is quite large. The recycling sources of waste paper mainly come from printing plants, carton factories, publishing departments, retail stores, office buildings, residential areas, etc. Relevant departments have linked the waste paper departments of scattered waste paper collectors, waste paper recyclers, packers and paper companies to establish a waste paper recycling system with interconnected market, quality, classification, information, price and technical support. Please call the consulting agency

China (3) China mainly imports waste paper from the United States, but from a worldwide perspective, the amount of waste paper exported by European countries has been higher than that of North American countries. Therefore, it is necessary to open up import channels and increase the amount of waste paper imported

China (4) accelerated the formulation of China's waste paper classification standards and related standards, including waste paper recycling classification standards, determination standards of adhesive content in waste paper and determination standards of ink residue in waste pulp

China (5) accelerated the development of large and efficient waste paper treatment equipment and related instruments and automatic control devices

China (6) uses chemical additives to improve the utilization value of waste paper, and China is a party to the Stockholm Convention. At the same time, it speeds up the development of new and efficient chemical additives and the application of enzyme technology

the relevant government departments of China (7) should promulgate the detailed rules for the implementation of the waste paper recycling policy and relevant management measures as soon as possible, support the recycling and utilization of waste paper from the aspects of legislation, taxation, social publicity, etc., and study and formulate the management measures and standards for the inspection and Quarantine of imported waste paper when the wear limit of parts is not more than 25% of the size tolerance of parts
